Justice of the Electoral Chamber of the Supreme Court. He was born in Maturin, Monagas, and graduated from the Central University of Venezuela on May 5, 1971.
In public administration, he has served as Trustee of the Municipal Council of the Sotillo Municipality, Anzoátegui, Legal consultant and judicial representative of PDVSA Petróleo and legal consultant of Petróleos de Venezuela in 2004.
He has at least four law-related publications and studies at the Santa Maria University and the University of Castilla-La Mancha, Spain.
