His profile on the website of the Supreme Court states that “he graduated in 1999 as a lawyer from Santa María University (USM), where he earned the degree of Specialist in University Teaching (2000) and Doctor of Science in Education (2005). Additionally, he studied a Specialisation in Criminology at the University Institute of Forensic Police, and he holds a Ph.D. in Constitutional Law from the Santa Maria University.”

Dean of the Faculty of Law of the USM, the Runrun.es website notes that he “was a Deputy and chairman of the Legislative Council of the state of Miranda during the last administration of former Governor Enrique Mendoza.” In the regional parliament he held a seat from 1988 to 2004. The list of public positions he has held are diverse: Head of Division in the Staff Office of the National Parks Institute under the Ministry of Environment and Renewable Natural Resources (1985- 1987); Head of Division of the Staff at DIEX, Sector Directorate of Identification and control of foreigners, currently SAIME (1983-1984); and Chief of Staff of the Municipal Council of Sucre (Consucre) – state of Miranda (1988).
