President of the Civil Cassation Court. He graduated from the Santa Maria University in Caracas as a lawyer in 1987, and his curriculum vitae includes two specialisations: one in Procedural Law from the Andrés Bello Catholic University in 1990, and the other on Human Rights and Constitutional Guarantees from the University of Castilla-La Mancha, Toledo (Spain) in 2008. For a decade (2004-2014) he served as state judge of Guárico. He also served for twelve years (2002-2014) as Judge of the Superior Civil, Commercial, Banking and Transit Court of the Judicial District of that state. His academic activities include an international course on Procedural Law at the University of Havana (Cuba) in 2010.
