A native of Ciudad Bolivar, state of Bolivar, she earned her law degree from Santa Maria University in Caracas, where she also completed postgraduate studies in Tax Law and Administrative Law. According to the website Runrun.es, César Siero is the daughter of Brigadier General Guillermo Enrique César Hary, who has held positions of Director of General Services of the Ministry of Defence under Ministers José Luis Prieto, Jorge Luis García Carneiro and Orlando Maniglia. In her capacity as judge of the 29th Court of the Metropolitan Area of Caracas, she declared admissible the libel suit filed by the President of the National Assembly, Diosdado Cabello, against the managers of newspaper Tal Cual and former Minister Carlos Genatios, and she agreed to an injunction against them. Also – according to Runrun.es – “César Siero was agrarian advocate (she lost the case) of General Victor Cruz Weffer, former Commander General of the Army and head of Plan Bolivar 2000 and the Urban Development Fund (Fondur). Cruz Weffer was charged with corruption and embezzlement.” The curriculum vitae published on the website of the Supreme Court notes that the judge made the following preparatory courses in the military area: basic military skydiving; search, registration and location of explosive devices; and combat shooting.
